Communication or HR ?

As a project manager you have made a team member as single-point-of-contact for the customer. This is -
A. Reporting Structure
B. Performance Driven Role
C. Ground Rules
D. Stakeholder Management Strategy
This is from PMPForSure.
For me there are two choices - C and D. Which one to take ?

I would go for C Ground
I would go for C Ground Rules.
This will facilitate role clarity for day to day works in Projects.

D looks more appropiate as
D looks more appropiate as Stakeholder Managment strategy emphasizes on maintaining effective communication with key stakeholders.
Ground rules emphasizes more on acceptable behaviour and decorum at various organizational workplace.

SPOC
assigning SPOC is more in the favor of Stake holder Management strategy.Just as we assign a KAM to have better communication & cooperation in our business.

I will go with C
I will go with C, because even in my project team we give some higher role to good performing resources as SPOC or POC. To my knowledge its a ground rule because its a rule and expectations within the team.
Stakeholder Management Strategy is something at a broader level that's well planned and communicated to all parties. Why should we talk about SPOC type of internal roles in Stakeholder Management Strategy. Just my thought!

However, my understanding for Ground Rule is that it is internal to the team. You can set ground rules for your team not for your customer.

Stakeholder Mgmnt Strategy
The way I am thinking about this question is, why the SPOC is chosen? What is the main purpose of the SPOC? I think one of the critical reason will be to address customer queries, issues, concerns,requests, communication needs. If this is true, does it incline more towards Ground Rule or more towards Stakeholder Management Strategy? If this is the right rationale, then answer is 'D'.
The other argument can be a scenario, where the team is informed who is entitled or who is responsible to address customer needs. If this is a stronger argument, then it is 'C'.
Would appreciate others feedback on the thinking.
