Yes, in PMP exam even all 4 choices can be correct, you have to choose the best one or the nearest close one.
I have also arrived to the same conclusion that answer is A. However I have different reasoning.
Work packages are created at a later time in the project. While cost baseline is created early in the project. Cost baseline identifies cost to the activities and not to the work packages.
By the way, theoratical definition of cost baseline involves time also.
Hope someone else can verify that we have picked right answer.

Thanks for the reply. It still does not answer my question. Here is the question in front of me.
Time-phasing the budgets of the scheduled work packages is called,...
a) setting baseline for measuring performance on the project
b) setting cost baseline of the project.
There are other options. I narrowed it down to these two.
To me, both answers are correct and they both are doing same thing. How would you pick one here.
