Dependency

In your project if you are unable to work before you obtain a government permit.

Is it consider a Mandatory or External Dependency ?

 

I would say both, but, let's say we have to choose?

It should be external since government agency is external to the project.

Mandatory is something speciafically called in Contract & External is not in your control.. those are key words i used to choose answer..

A goverment perment is a Mandatory-External dependancy.  They wont make you choose.
 
A depenacy can be classified
 
Mandatory-External
Discretionary-External
Mandatory-Internal
Discretionary-Internal
