Do i qualify?

Would i pass the PMI audit?
I have been working in the IT field for well over 10 years and have experience implementing IT projects from idea to completion. I have a Bachelors degree and an MBA and several certifications including CISSP, MCSE, etc... I attended a 5 day PMP course from GlobalKnowledge in 2007 and received my certificate for that class and i now have time to take the exam and would like to take it in about 3 months(Need to refresh my self).
My concern is i dont have a title of project manager, I have been Network Administrator, Senior Security Administrator, Senior Systems Administrator etc... My CIO would come to me and explain a problem and i would have to come up with the solution, get quotes for equipment, work with departments that were involved, create a timeline to implement it, and finally implement the technology. I have several projects that fall into this category that put me over the 4500 hrs mark but i am unsure if this is acceptable for PMI considering i was the one doing everything not just managing it from a high level. Would these projects be acceptable or do i need to work on getting a Project Manager position before going for this exam?

Why PMP?
You neednot have to be Title of Project Manager for this, but its desired. If you can show PMI that you have exp is 5 process groups and 9 knowledge areas, then you are good to go. I am not sure if you were involved in projects or in operations. From your description it looks like you are involved in operations which are repetative in nature.
BTW, why you want to be PMP certified, if your nature of job is different. There are other certifications in your domain, isnt it.
