dual reporting

 In a matrix organization, where the team members report to both, a functional manager as well as a project manager, generally, whose responsibility is it to manage the dual reporting relationship?

Generally Project manager is responsible for managing dual reporting relationship in matrix organisation.

 The project charter assigns the project manager. So technically and by the project management process the project manager is responsible for reporting. Considering the matrix organization the functional manager would be having more control on human resources, meaning managing their performance issues. Project manag would have assignment and reporting responsibilities.

In nutshell, the project manager is responsible for dual reporting.
