First time when PM can use Change request?

Description: PMBOK (p. 122) states that after a WBC creation proces, one of outputs is Update documents, e.g. requirements documentation, it is possible if it is put to the change request and accepted then
Question: can PM use specifically at that point Perform integrated change control process? If not - how to understand phrase "change request" here in the PMBOK, it that case?

Change request can happen
Change request can happen anytime after the baseline occurs. Meaning if you have baselined the scope then any change to scope will be a change request
If the timeline is baselined then any change to timeline during the course of project is a change request. It doesnt matter what phase you are in.
If the project is fixed price and if while initiation itself you discover an item which has not been budgted for then it becomes a change request to Cost.
Change request can be for any impact to project's triple constraint. So the answer is that it will need to be evaluated in the context of the question.
