Legitimate powers of stake holders - EEF

Some senior stakeholders donot want to support an internal project.  As a project manager where to find the legitimate powers held by these influential stakeholders.

1. Power Influence Grid

2. Enerprise Environmental Factors

3. Power Interest Grid

4. Stakeholder Register.

 

Can someone please clarify on this one.

Stakeholder register --- option 4


because option 1 and 3 are tools not the documents


and option 2 EEF- can influence stakeholders


but ultimate information source -- with their name, identification, assessment, and classification, everything will be in stackholder register.
