C should be the Answer Because
In a purely technical sense Lesson Learned is Good Practice, But that it can not be the only reason for the project to be considered as complete.
BUT BUT In this case Option C Says specificallly that " lessons learned required by the project management office "
So that is the reason project can not be marked complete unless it satisfies PMO's requirement
