From Rita`s Fastrack I picked the following question;

Which of the following is the PRIMARY cause of contract changes?

A) Independent Estimates

B) Organisational policies

C) Procurement Statement of work

D) Change Request

I chose B, by thinking that some incomplete PSOW may lead to changes to the contract. Question is asking about root cause, and I`m not fully clear why Rita has chosen D as correct answer. This looks like a "dumb" correct answer because its obvious that to change a contract (or baselines) needs change requests and CCB approval.

Explanation from software: Independent estimates, organizational policies, and complete procurement statements of work will help to reduce changes. Change requests is the only option that causes changes. 

Notice that its mentioning about complete PSOW. Do we understand from the C alternative that SOW is complete or incomplete?
