Question about SV and CV

Post mortem earned value analysis of a project showed the following data:

SPI: 0.78
CPI: 1.00
What is this telling you?
 
1. The entire work of the project has been finished behind schedule and on
budget.
2.The entire work of the project has been finished ahead of schedule and on
budget.
3.The project has been terminated before completion. At that time it was
behind schedule and on budget
4.The project has been terminated before completion. At that time it was ahead
of schedule and on budget
 
The answer for the above question is: 3.The project has been terminated before completion. At that time it was behind schedule and on budget.
 
My question is: I know if SV<1, project is behind schedule and if CV<1, project is over budget. But how we determine if the project work was finished or teminated before completion?

The answer is indeed 3 as the most improtant thing in the EVM is the cost performance measurement. We cannot conlude the work has been finished  (as in option 1) unless it is provided with  information  about the completion like EAC =BAC or something. So, picking option 3 is best & appropriate for this question.

Thanks. I was gonna argue saying 'just like it's not mentioned that the project is complete, it is not explicitly mentioned that the project is terminated either.' But I guess I understand your point now.
