Planning Package vs. Work Package

Could anyone please clear my doubt?

Are Planning Package and Work Package the same thing ?

It can be seen on Page 132 - first paragraph of PMBOK.

Planning packages are created to describe work within a control account that will occur in the future

While

Work package is the work that has been planned and budgeted in detail.
