Any changes that already have a reserve created for it would be accounted for in the project management plan as part of risk management effort and should be handled as part of the Direct and Manage project work rather than integrated change control.??
Am confused about this statement thought all changes go through the perform integrated change control especially if it affect the baseline or project charter and other key project document.

my 2 cents...
A change goes through ICC only if it not part of the scope baseline.
you could also speculate that a "change" is raised to change the existing settings of the product/plan/schedule.
The change mentioned in your statement says that it is part of an reserve and it is accounted for in the PM plan i.e. it is an contigency reserve which is already part of the schedule baseline hence you wont need to take it through change control process for approval.
anyone else, any thoughts?

This change request for Known
This change request for Known Unknown Risk has already approved and budgeted(Reserve) in Risk Response Plan and assigned Risk Response Owner. Once known unknown risk occures need to inform Risk Owner. No need for ICC. If Unknown Unknown risk occurs need Management Reserves for approval.
