It says a TASK. Option 3 is a task. Option 2 is a project since you have definite timelines and goals to achieve.

For option B, we have a definite start and end (Jan 2015 to dec 2015) and unique result : increased productivity

The option is 3.
The customer asked different packaging products.
The Packaging products process comes into Manufacturing.
After mfg. products can be packaged in different type.
For example Sugar can packed like 200g,500g,1kg, 2kg , 5kg, 10kg or 20kg.
This is a process not a project.

I think they have given option B as the answer because, according to PMBOK below are the reasons for which a project can be started

Market demand
Customer req
Business / social / legal
Environment need
Tech advancement

I guess B does not fall in of these categories. BTW this is from Kim Heldman and he says answer is B

Characteristics of a project = PUT > Progressively Elaborated, Unique, and Temporary.
Managing a group of people to deliver productivity results is ongoing activities and is not a project.
