Corrective action vs Resolved issue

Guys what do you think

Two project team members have resigned from your company. However, you are able to negotiate with functional managers in your organization to get two resources quickly as substitutes. From a stakeholder management point of view, this can be referred to as:

1 Pre-assignment
2 Corrective action
3 Approved change request
4 Resolved issue

Answer is 4, how come it's not 2

Question specifically says ' stakeholder managent point of view' and in Manage and Control Stakeholder we work with Issue log to resolve stakeholder issues.

This looks like the reason to me. 

Options:
1. Pre-assignment : This is ruled out as the PM did not selected the substituted resources in the first place.

2. Corrective action : This step is taken in advance to prevent any untoward event/deviation of the project in future. As per PMBOK Glossary " corrective action is An intentional activity that realigns the performance of the project work with the project management plan". As the PM did not substitute the new two resources well in advance before the 2 resources left the company this option is also ruled out. PM was trying to find the replacements after the resources left. (Looking for remedy after the event happened)

3. Approved change request - Vague option...does not fit well with this question

4. Resolved issue - The issue here is that 2 resources left and PM was in need of 2 resources to complete the project. Thus PM negotiated with functional manager and got 2 replacement resources. So the issues (lack of resources) was solved as soon as the new resources were hired for the project. So this is the correct answer.

moreover to add to this : issue log is the place where  a stakeholder can refer to all the raised issues and resolved issues.

 

from PM perspective it could be a corrective action but to a stakeholder it is a resolve4d issue,

I like and agree with some of the responses, but from another point of view, the stakeholder naturally views the project and its lack of resources as being an issue and to them once this has been solved its a resolved issue.
