Question - Feasibility analysis

you have just been assigned to a project and you discover that feasibility analysis and decision to go ahead is already made. Further you find that without discussing with you or your involvment, basic decisions on staffing, budgeting., completing dates and deliverables have also been made. what is the first thing you will do?

A ) Get the documents which describe project sleection process and ensure that they describe all decision process and their outcomes

B ) Create a project schedule and show all the milestones and deadlins linked with them. Do this with the completion dates supplied to you

C ) Start with risk management, determine all the project risk and do risk assessment to prepare risk register

D) Check if quality assurance plan is in place, which will address the level of quality required for the project

I look like project charter was allready done ( as "you find that without discussing with you or your involvement, basic décisions on staffing, budgeting, completing dates and deliverables have also been made" )

I was wondering Why, answer A is good as it look like charter was allready done, Why we will need to get the documents ?

I would say we were in initiating but now it look we can start on planning ?

I guess the answer A is right is because unless the project manager understands the context of the project, he won't be able to do any of the rest 3 options. He can come to know about project and major decisions made only from the documents created during feasibility analysis. Unless he reviews them , he won't be able to create project schedule, identify risks or create QA plan.
