Past performance can be used as an indicator to make future decisions. If your performance report shows that you are always behind schedule,  it can provide valuable input while analyzing change requests.  If change request is of significant duration, then Change control board may decide not to take it up as project is already behind schedule and in some cases push the work to some other phase of the project.
