EEF or OPA?

The PMBOK pg. 14 defines an Enterprise Environmental Factor as "organizational culture, structure and processes" Then on pg. 32 it defines an Organizational Process Asset as "The organizations processess and procedures..." So which is it? The items they list are extremely similar in terms of processes. Are there questions on the exam where this can be confusing?

Org culture, structure are
Org culture, structure are not the process assets. The are external actors which impact the project. Process assests is more like repository of artifacts which will help the PM and is input to many processes.

I have a masters degree with
I have a masters degree with related experience to do both. Could you please advise which certification would be more helpful as I am planning to move to UAE after the certification is complete. I have a masters in management and working as an account manager (more sales oriented) in a company and not really sure if this is the path for me or would it help in finding me a good job in UAE. Please advise.
