hi
Please i have these questions regarding the PMP:
- please what is the difference between change control system, change request, configuration management system and change management? all of them are related to change and i am a bit lost when questions ask about these.
- another type of questions is about ethics: when PM must not pay a fee, when PM should pay a fee, when PM should report to the senior management prior to paying the fee
- Is there something called cost measurement baseline?
- in simple words, what is the work authorization system. Sometimes the PMbok refers to it as a document that authorizes the work. Sometimes it refers to it as a way to do the work in the right time and the right sequence.
- what is the difference between residual and accepted risks?
- When is good to decide to increase project schedule. In Rita's book, it says usually this is not a good practice.
- When is good to talk to the sponsor to cancel the project

These are all great questions. Let me try to answer some of these (not necessarily in the order you have asked but I have retained the Question number):
4. Work authorization system(WAS): I guess you are confused with the word "system" and "document". In PMI a "system" would simply mean a documented procedure, for example Change Management System. Similar is the case of Work authorization system. It could be a simple documented procedure or a system but the main idea of having WAS is the work gets done in right sequence and at right time. If you look at your previous sentence "dodcument that authorizes the work" it would mean the same thing i.e a system which authorizes the work so that work gets done in right sequence at right time. PMI always assumes BIG projects in which 10000 people might be working and 20 different countries and just imagine what will happen(to you and project) if everyone coming to you(the PM) every morning asking what I need to do today. Thats where WAS comes in for the rescue and makes sure that people on the project are aware(and clear) what work needs to be done that day and in what sequence. It does not really matter this is achieved by having just a simple document or a software system authorizing it.
1. Change control System etc.: As mentioned above here the word "system" would also be a documented procedure which takes care of(manages) change requests. This is put together by the PM. Now, Change request is a request from any of your stake holder to make changes to any thing (deliverable, plan, baselines, requirement etc.) on the project.
Now configuration management system is a bit different than what we have discussed so far. A few things we need to remember though is configuration management system keeps track of most updated version of the document or product attributes etc. So with so many changes happening on the project this system makes sure that you have the most current version. So let us say you are looking for most current version of Project Plan after changes approved, then configuration management system will have it for you. One very important thing you need to remember here is once the change requests are approved then only it goes to configuration management system ( and those changes which are not approved do not reach configuration management system).
2. PM should not pay a bribe in any form but PM should pay a fee. So if passport officer ask for 100$ extra charge (standard) for getting the passport in 1 week(expidited) then PM should pay that. But if a police man is asking for a bribe to get a favor, PM should never do that, how big a loss it could be.
Generally speaking I do not think PM should go to sponsor for every little fee.
3. In earned value managment technique cost performance basline (BAC) is also refered to as Perfromance measurement baseline (PMBOK page 178). But this includes all the three baselines. May be that is what you are refering to. I search on the word as it is (cost measurement baseline ) in the pmbok but did not find anything.
5. Residual risk are the risk which REMAINS after risk response has been implemented . So for these risks you do not have risk response strategy. Accepted risk are a subset of residual risk for which you have contingency reserves ( contingency or management). These are also referred to as Unkonwns(known or unknowns). 6. I would guess if it is saving a lot of cost/scope/quality and other constraints then it is ok to increase the schedule. But if you look at it when you increase the schedule will incur more cost because it will require more labor hours. The closet to this which comes to my mind is resource levelling where in order to decrease the "burden" on resources you increase the schedule.
7. Do not have exact answer to this but may be when you realise and are sure that it is not ok to do the project like project objective can not be met or it is very unrealistic to spend money for doing the work etc.
