reestimating will take some time and will incur additional cost.

why would we eliminate the risk by reestimating?

There is a risk of cost overrun, the risk has not yet materialized,  so you must try to eliminate the risk and re-estimate. ONly if the cost overrun had already happened you would analyze the impact and meet the sponsor with new estimate.


You can neither cut quality or decrease scope without Change control mechanism.  So A is the best answer.
