I agree with you. Answer should be A not B.

It is not ethical as per "US" standards to accept gifts.

Regulations and Legal Requirements
2.3.1 We inform ourselves and uphold the policies, rules, regulations and laws that govern our work,
professional, and volunteer activities.
2.3.2 We report unethical or illegal conduct to appropriate management and, if necessary, to those affected
by the conduct.

 

The correct answer is defnitely B according to PMI standards. PMI's ethical standards state that we should also be cognizant of local laws and customs and not to do anything that would potentially 'insult' the host.

The best option, if given would be that you would follow your companies policies and guidelines. You ALWAYS have to follow your company's standards. If that option is not there (as in this case) THEN answer b would be the best option.

Having said that, I wouldn't concern yourself too much on the ethics portion as that is a very small portion of the exam now. The direct ethic questions have been completely removed from the exam (as of the exam changes of Aug 31st 2011) and is now just mixed in with the other KA's and proces groups. So a questions that just deals with ethics such as the above is highly unlikely to come up now. Not that you can ignore ethics, you still need to know ethics, but in as much detail as before. 

In my perspective the correct answer should be "1" 

 

If you read the question, nowhere its stated that accepting the gift as local law and it is stated as a customary practice.  Hence politely we need to let the vendor know that we cannot accept the gifts as per company policy.
