CPI and SPI question
Dear admin/all,
I have few questions. Please help me with the below so my understanding on Earned value is clearer.
1. CPI and SPI - is this measurement for the current status of cost and schedules or does this predict future ?
2. When a project is complete is the CPI and SPI always =1? What happens when you are in the execution phase and arrive at cpi>1 and spi <1 and decide to do nothing. Does this mean in such a case also the spi at the end or project remains 1?
3. Configuration management system(CMS) and Change control system (CCS)- With respect to CMS and CCS can i say that CMS includes CCS and that CCS is a subset of CMS?
Thank you for your help in advance.

My two cents
1. Yes, They are current status
2. First, CPI and SPI at the end of the project is not of any use because they can be used as pointers to make correction for ontime and on budget completion. At the end CPI and SPI will not always be 1.
3. I won't say one is subset of another, although they do overlap to some extent. Change Control System lays out the framework on how the change should be done whereas configuration management is the more of the maintainence of various versions of different Project documents.
