A matrix organization begins a new project. Project manager knows that the team is more
responsive to their functional managers than to PM. To overcome this, PM decides to prepare

Thank you for the answers, however I still do not understand, why will it not be PSS, for first question? Cant a scope CR impact the PSS as well? Can you pl explain? Sorry, but what do you mean when you say that PSS CAN NOT BE A THING TO KEEP ON HOLD

Project Scope statement - is
Project Scope statement - is a part of Project Charter -- It is the objective of project. ---- in other word it the main goal to achieve that , every thing rolls about.
change of PSS means change of project.

Answers
1) B - Scope baseline comprises of Scope Stmt, WBS, WBS dictionary. Whenever a new scope change is incorporated, it would lead to change of existing work packages, addition of new work packages or removal of work packages.
2) D - In matrix organization, PM does not have direct control of the project resources as they report to the fucntional manager. So the best way to get the work done is to incorporate rewards and recogniztion programs which is defined in the Human Resource Plan. Remaining options don't have anything to deal with the resource management as such.
