Co-location and virtual teams

Co-location and Virtual team sound to be similar but opposite in nature kind of TTs. Why cant we use it as a TT for Develop project team? Similarly, why cant we use Co- location as a TT for Acquiring team?

It is very simple to understand by this example

you want to create a study group like want to acquire a team for this you can't use a co location tt. You have to establish a virtual team. Thus your tt in this case will be 1st virtual team.

when you have virtual study group (virtual team). You will be needed now to strengthen it ( to develop it ) for that you call a joint meeting ( it is co location ). A part of develop team.
