Project manager on a complex industrial automation project has been recently changed. The project is being delivered from different engineering centers across the world. The last performance report indicates that the project is running over budget but schedule performance is better than planned. What should the newly appointed project manager do first?

Answer-B because the question is really talking performance report---its running over budget and schedule performance is better. Scope has to be reviewed to se why its over budget. Scope will only tell you if there are added resources at additional cost.

Technically scope management plan does not contain scopebaseline

This is tricky
continuing to my previous response...where I have chosen B option.
We look for very obvious reason from first part of the quetsion. Second part of the question actual speaks about the main issue..anything related to performance needs to be looked at while we are in executing phase. This phase is where we get lot of performance reports. This is why I picked B above...

Surprised with the Answer
Technically scope management plan DOES NOT contain scope baseline.
Scope Management Plans tells you how the scope will be managed, Scope Baseline is totally different thing it consists of (WBS , WBS Dictionary and Project Scope Statement)
But Adding to that, From all the options available this might be the only somewhat close answer shuld be Cost management Plan , to see how the cost estimates will be done and all
