I feel Yes.. Especially due to a change in environmental factors and the Project Management Plan is not yet completed.

IMHO, no. Any change in the Project Charter means scrapping the project and initiating a new one.

In M&C when project goes far off the baseline and it needs an analysis whether project should continue at all, it needs go back to initiating and charter needs to be changed.
