Project deadline & Project Charter

Usually the deadline of a project is on the project charter and the project manager will use the planning phase to organize the work according to the dead line OR the project manager will estimate the time (project total time not activities duration) and pact the deadline on the planning phase?

 high level requirements of project are mentioned  in Project Charter, along with costraints and assumpsions.

Requirements are key objective with those constraints and assumptions.

Planning will be detailed keeping the goal of fulfillment of those objectives.
