Project Managing A Non-IT Systems Project
I am a Project Manager assigned with the project of a services migration project moving managed website hosting services from a fully-managed external vendor to in-house so we can manage this ourselves. I am familiar with SDLC projects, so a services/non-it systems project is new for me.
A Project Plan and high-level scope have been required, but I need some guidance on determining if Business Requirements and Functional Requirements documents are required for this services/non-it systems project? Because this is a transition project which does not require the development or building of any IT systems or infrastructure (we already have the servers to support the website), it can be compared to a construction or engineering project where Business Requirements and Functional Requirements documents don’t usually exist.
Usually Business Objectives are used to create the requirements and then functional and non-functional requirements are based on the requirements. If this is a transition project which is moving a service from Provider A (external) to Provider B (in-house), is a Business Requirements document required?
The primary business objective is to transition the managed services externally to in-house. If we look at the actual tasks and the work pieces involved in the project to successfully achieve the business objective, a few of these at a very high-level include:
- Documentation: Identifying and transferring support documentation
- HR: Employing new staff or employing existing vendor staff to manage the hosting serviced internally
- Processes: Obtaining from the vendor and introducing new processes to provide the same managed service
The primary constraints, or non-functional requirements if this were a systems/IT project, would be:
- No loss in service delivery during transition
- Adhering to company processes and SLAs
Are Business Requirements and Functional Requirements documents required, or would a series of plans (implementation plan, transition plan, continuity plan, SLA, etc.) be sufficient?
If a Business Requirements document is suggested, can you provide some examples of what actual business requirements, functional requirements and non-functional requirements would/could be? We anticipate on developing and/or acquiring hundreds of documents such as: support documentation, SLAs, troubleshooting guides, etc. Would we have hundreds of business requirements to address each document?
The expectation is to somehow create hundreds of "deliverables" from all of these documents so that each can be verified to ensure the transition is successful and nothing has been overlooked or missed. This is a highly critical project.

While Business and Functional
While Business and Functional requirements may not apply. Its advisable to document and requirements the client may have in Implementation plan
You have mentioned that there are some Non Functional Requirements (NFR). I would first show the Sponsor ( Sr. management) the process or methodology we are going to use for transition and all the steps involved.
Check with them if they feel there are any gaps. If not then agree that any additions would be taken as CR ad will be discussed with appropriate key stakeholders before its finalized.
Also create the list of all the documents you are going to create and get it reviewed and signed off by key stakeholders.
Key thing here is to identify and actionize the risks . For which you should talk to each stakeholders and get their view. Some risks could be
1. Difference or gap in infra after transition
2. Unable to meet NFRs.
3. What is there is a loss of service, how will this situation be handled. ?

Thanks for your help admin. I am still unclear on which specific direction to take as a BRD is the expectation which may be very difficult to overcome. There is a Project Scope and tasks and activities are defined in the WBS based on the Scope. If we create a BRD it will contain a few requirements which are listed above. Is there any way we can include all of the documents we need to create as business requirements? If we need to create a continuity plan, multiple SLAs, operating procedures, etc, to support the in house website hosting, how could these be turned into functional requirements used to verify the requirements?
For example, if the Business Objective is:
and the BRs are:
How can we link the creation and delivery of Continuity Plans, SLAs, Operating Procuredures, and other documentation to the 2 BRs above? Actually, how could we make the document deliverables requirements themselves?
It's obvious the documents support the business in delivering a high quality service, but the expectation is to create BRs from the documents.

BRD should strictly have
BRD should strictly have Business requirements. Then you go to SRS or Technical requirements. In BRD you can have functional and NFR.
The "How To" Part of BR is generally not added in the same document. Unless is a very small project .
But I guess its okay to say
1. BRD 1 --- list of deliverables
2. BRD 2 --------------------- List of deliverables.
