project scope planning process

During the project scope planning process, the work breakdown structure should be developed to:
a. The sub-project level
b. The level determined by the project office
c. A Level allowing for adequate estimates
d. The cost center level
The question talks about scope planning process (not define or create WBS). Wouldn't it be choice B in this case?

Ans should be C
Ans is C - Because purpose of WBS is to decompose the work into smaller pieces to provide accurate estimates.
I could be wrong though.

It is about project scope
It is about project scope planning and should only be planning of the scope of the project alone. Would it be overlapping a function when the estimates are inculded in the process? Correct me if i'm wrong with this: Is the other term for scope range or area covered? The word scope also support the objective and there is no cost mentioned either in the objective. I would select for A or B for my answer.
Moreover, the project scope planning results can be used as input data for estimates. Wherein all the project details are already concluded and classified.
