question from actual PMP exam under initiating

I met this question in PMP exam and until now (been 2 weeks plus!) its still bothering me.
there's a question there, after you get the project charter what do you do next...
in the options I ruled out 2 choices and had difficulty on remaining two.
these are not the actual wording:
1.) Create Project Plan
2.) Talk to stakeholders and get their input.
 
My dilema was Stakeholder registry is part of the initiating process groupd and in project charter
Key stakeholders are sometimes identified but after you get PC we should be starting PMP.
 


I answered 1.) not sure if I got it right.

You cannot share real PMP exam questions. Be aware of this!! PMI considers this clear violation of code of Ethics and Professional Conduct. Please be professional and respect your organization and your credential as well.

He didn't post the actual question and this is a question that's on almost every practice exam in one form or another.


Depending on the other two answers, I don't think answer 1 is correct. It would be something like creating stakeholder register or develop scope. But it depends on the answers available.....

 

  I would go with choice two because the only two intiating process are : develop project charter and identify stakeholders. Identifying stakeholder implies :

 

investigates the interests, expectations, and influences of the project’s stakeholders

To perform stakeholder analysis, we'll need to:

1. Make sure we’ve identified every person, group, or entity affected by the project

2.  Assess each stakeholder's interests in the project 

3.Know the influence each stakeholder holds

4.Develop proactive strategies for dealing with stakeholders

5.Develop proactive strategies for dealing with stakeholders
