If its culturally offensive in the country for man to take orders from women than the promotion will have negative effect and team will not be productive. 

A would have been right answer if "and that in their country, it is culturally considered offensive for a man to take orders from a woman. " line was not mentioned.

correct answer is A because irrespetive of country's culture PM has to follow his/her company's policy and also PMI's professional standards of being fair to both the genders.

"A" is the correct answer,
