I would go with A
I would go with A.
IMO, C and D are wrong becuase Q Planning can be done at any point in time during the project (let say a new govt regulation that needs to be considered for your project so you will plan quality).
w.r.t to B i think its not mandatory to complete Q.P to complete Risk management plan.
What the correct answer?
