Question - Weird Wording question ? need help

Guys, I have read the question 3 times and can't understand what they actually ask or understand the point of the question..

anyone can help on how to understand that kind of question

A custom jewelry manufacturing compagny took up a project to design and manufacture a neckplace for an affluent personality.

During a metrics analysis meeting in the execution phase, the project team analyzed the re asons for variations in the project's key performance metrics.

The concern was the cost of quality that had been increasing for the past seven weeks. The first milestone ( design of the necklace ) was supposed to be delivered in another two days and the project manager was not comfortable with the trend.

The team identified that most of the defects surfaced during the requirements phase.

However, depsite these deficiencies, the design activity was still started. Though the tasks were clearly defined with objectives, the business analyst had been released with a good performance rating. The requirements document was not complete and there was no other way to review the detail of the requirements.

Which of the following failed in the above scenario ?

A. Setting expectation and team performance assessment
B. Setting only expectationes but not team performance asdsessment
C. Setting only team performance assessment but not expectations
D. WBS Decomposition

I dont think these kind of questions will ever occur in real exam. When you read this question, it feels like you are reading jumbled up sequence of a story.

However as I have mentioned in my LL post that, there can be around 15-20 questions on real exam, which will give you trouble in understanding. But they will be better structured than this one.

I agree with Shaan.. this is too convulated. Ignore and move on. Questions on the exam a well structured even if they are wordy.

I believe the answer should be C. The key I used to determine this is that the business analyst was released with good rating although the requirements were not complete. It indicates that performance assessment was setup but expectations were missing.

Version D: If collect requirements is a part of Project Management Plan and it has an associated work package in the WBS, considering that during execution of this work package defects arised, but nevertheless next work package was started - means that probably these two were a single work package or whatever decomposition problem. 

Another argument: tasks were defined not with requirements, but with objectives which is higher level. It means problem for WBS decomposition as it is done out of scope definition and scope is done out of requirements.

But of course it is possible to prove that A and B are correct as well.
