Requirements Document vs. Product Acceptance Criteria

When the customer verifies the deliverables at the end of a project, do they do that against the Requirements document or the Acceptance Criteria? Is it different after each phase vs. end of project?

 I think it depends on the process which is used, if it is Verify scope then you need the requirements document, RTM, PMP, Validated deliverables for verifying the deliverable and giving acceptance. 

Verify scope is done everytime a deliverable is ready to be accepted by the customer, it could be for each phase or it could be done based on PMP
