The question:

The stakeholders’ have most influence on a project during :

A. During the planning phase.

B. In the beginning of the project.

C. Throughout the project.

D. During the execution phase.

I choose C, but the answer is B.

The mock exam provider explanation :

Stakeholders' influences are at the peak in the beginning of the project.

Refer Page 39, 40 of PMBOK® Guide - Fifth Edition.

B is the correct answer.

Stakeholders have more influence in the beginning when they give most of the requierements.

Are stakeholders influential throught all the project? YES ¡¡.

When are they MORE influential? In the beginning.

PMBOK Guide Page No 40 
 
"The ability to influence the final characteristics of the project’s product, without significantly impacting cost, is highest at the start of the project and decreases as the project progresses towards completion."
 
 
This is statement is based on Predictive life cycle... since in predictive life cycle cost of changes increase with time. In adaptive life cycle we try to keep the cost of change low throughout the life cycle of the project. 
 
By default while taking exam, assume predictive life cycle until mentioned otherwise explicitly 
 
So the answer is ? B  :)
