Please Explain

Hi Friends,
I have a doubt can some one explain what does the sentense mean :-
EX:-
The abc plans related to project work include, but are not limited to:
S plan
R plan
It might be simple for who understood it but I want to know does it mean that both the S and R plans are included or not?
Please clarrify.
