I assume that Project should be started with a Project Charter and each phase should have a Project Charter.

Therefore, I believe, this project is going to have 4 Project Charters.

Am I correct in this judgement?

PMBOK talks about Close Project and Close Phase of the Project

But it does not say much about Initiating a Project Phase. It is mostly concentrated in Initiating a Project.

This makes me concerned about the question below.
