I am confused on this question need help.

Question : Resource Requirement is determined ?

Ans : Resource Requirement r determined after the network diagram is created and before Poject schedule. This is the question of PM FastTrack.

Y I am confused : I have the ITTO chart and when I see in the Planning section Scope and Time both comes before the Human Resource so how can that be an answer.

OR

Is it the case that the requirements are determined early and execution to fullfill those requirements are done in the human Resource section ?
