When Baselines are updated?

Hello! I'm trying to understand what is the process that actually update the cost baseline after the change request is approved. According to PMBOK, it happens in the integrated change process (section 4.5.3.3), in the control scope process (section 5.6.3.3) and also in the monitor and control project work (section 4.4.3.3).

Shouldn't it be done in only one process? I'm lost on this one.

The Configuration Management System (CMS) conducts VISA, Verification, Identification, Status Accounting, and Audit. It identifies the change, provides status accounts of where they are on updating the plans and baselines, audits what has been updated and then verifies the changes are put into place. The is the surveillance of all approved changes. It is part of the PMIS which is the IT part of the PMS. It is also important to note that this is generally a manual process vs automated.

PICC, which is a process of Integration for change control, is where the changes are analyzed, approved or rejected by customer/sponsor, and if Approved they then are updated in the project baseline (cost, time, and scope) and controlled in all controlling process for cost time and scope. The CMS oversees this through VISA, Verification of what is being changed, Identification of what is being changed, Status Accounting of the change, and an Audit. The controlling processes for cost time and scope, triple constraint control the actual changes as they are implemented in Direct and Manage Project Work. The CMS makes sure that all changes are done appropriately, at the right time, by the right person, and in the right place.
