Questions on Scope control

I have a confusing questions


Notes
Two months ago into a design project the customer requested for a modification to the product
the changes were made without notifying the project manager
during the final testing the results were different than what wasplan for this senerio is the best example of which of the following


Poor scope control
poor adherence to communication managment plan
poor development to the quality managment plan
poor defination of test plan



the answer is poor scope control


however as the changes were made without informing the Project manager I feel its a failure of its communication managment plan.


can some one help me understand why is poor scope control is the right answer.

Sanil,

Let's assume for a minute that it's communication issue.

PM informs/warns/updates the team member to update him/her BEFORE making changes, right?

Does that gurantee that this will not happen again??

 

However, if the PM was doing 5.4 i.e. scope control ( which is Monitoring & Controlling ) regularly if not at every phase gate/kill point, the problem would have been identified well before the "FInal testing".

So the answer is poor scope control.

 

PS: It would have been even more difficult , if an option was

-> poor scope control

-> Change control process is NOT adhered to properly

-> Communication issue

-> Some other option.

I would be torn between CCB & Scope control in such a question.

Project success is always compared looking the documented project scope and hence project scope will be the blame point in case you cannot deliver as promised.


Yes, I agree, communication is primary duty of a PM, but keeps in mind unacceptable deliverables cannot be cursed because of communication.
