What is the difference between CR and PMP Updated in Procurement?

In PMBOK4, Procurement management , Pg#334, the output of Conduct procurment is Change request and Project management plan update. However, in Change request , desciption is not very clear.I perceived that PMP (and its subsidiary plans) is being changed. if that is the scenario then why again Project management plan update is considered another o/p? Can s/m kindly throw light on this

Imagine you received the deliverables from a vendor/sub contractor one day late. Your project scope and cost did not change. The 1 day delay had a cascading effect on the subsequent activities. As a PM, you plan some reshuffling, fast trcking or crashing and try to nullify the effect of the delay. Do you have to go through CCB? I don't think so! CCB is there to ensure scope,schedule and cost baselines are tightly controlled but not there to micro manage itty bitty volatilitythat is inherent in any project and it is PM's responsibility (and authority) to manage the triple constraints at a microscopic level. Do you have to update project management plan? Absolutely!
