Create WBS and determine team

According to Rita's book 7th edition, the team should be determined before creating a WBS.

I don't understand how it is possible to determine a team even before creating a WBS in a large project?

Any input would be appreciated.

Here concept is - work of create WBS requires - working staff (for planning)

It does not mean team required for execution, it will come after estimate activities resources.
