Which option correctly lists the stakeholders involved in approving the project management plan?

Who approves
The Project Management Plan is a single living document formed by the combination of all other plans and baselines in the project. It is formed after the project charter and requires scope etc etc. Since it lives and evolves with the project's needs I think the people most responsible for it can approve it.
The answer should be "C"
The Functional Managers (depending on type of organization) have direct input into the plan and provide the personnel required to complete the tasks.
The Project manager ofcourse as now he has the authority given to him by the Charter and collates the documentation and is responsible for integration management etc.
The sponsor, because this is the person at the early stages of the project who champions the needs of the project and also is responsible in many cases for the project's selection so the sponsor is intimately aware of the risk's and business requirements at a high-level.
It cannot be "Executive Management" as they have nothing to do with the project since the Charter has given all the power to the PM. "B" won't work because there is no "PM" in the answer and supplier's usually use the approved project management plan to plan their own supplies, hence they work within the existing framework, not approve it.
The answer to this question is derived. There is nothing in the PMBOK that explicitly details parties involved as they differ from organization to organization depending on if the org is autocratic etc etc.

Exe mgmt term involves broader meaning , it means , from sponsor to any member of project management team. (but not project team, supplier, customer, )
p78 specifies that plan may be iterative and elaborative and will be approved by CCB.
now you can think who can be the member of CCB.
