 I have answered as B whereas the answer is D. Is it because of the words "contractual requirements" mentioned in the problem, which were missed out by me? Can someone explain ?
 

Whenever you are working under a contract; you have to follow it. Anything mentioned in the contract MUST be done as it is mentioned there. In this case, this is a contractual requirement and therefore it has to be the Mandatory dependancy. However, if this clause is not specifically mentioned in the contract and your team finds it out that you cannot start work on phase-2 without getting the required approvals from Govt; then it will be considered as EXTERNAL dependancy.


What if you can start the work on phase-2 without getting the approvals from Govt.. then? In that case, there is no dependancy at all but if the contract requires you to take approval first, then it is MANDATORY depandancy.

Ok, so "External" requirements embedded in the contracts are MANDATORY while those not built into the contract are considered "EXTERNAL". It makes sense since the contract itself is asking us to execute certain clause whether internally defined or comming from an external body.
