answer is (d)

can someone explain about neutral stakeholder concept?

It's one of the stakeholder classification type, alone with others - Supporter, Neutral, Resistor, Internal & External

 neutral stakeholder is neither positvely or negatively impacted by the project. Hence he has a neutral view or neutral interest.
