the question is asking most important- Lowest cost, technical ability and ofcourse financial capacity is important too.

^ Those would be important only if the tender was for developing a complex, unique, specialized solution/product. In which case you would definitely look the approach, the technical ability and financial capacity to deliver the complex solution.
When it's a standard product like coal, then price becomes the most important selection criteria
