During the initiation of the project
A)Costs are high but the risks are low and so chances of success are low and since staff levels are high so is stakeholder influence
B)Chances of success are high , but cost is low and staff levels are low however stakeholder influence is high and the risks are high
C)Staff levels are low and costs are low but stakeholder influence is high and the risks are high so the chances of success are lower
D)Costs are low and chances of success are low but staff levels are high as is stakeholder influence but the risks are low

logic I used
During Initiation, you don't have full scope of the project, you are still identifying stakeholders and and in the gathering information mode. The question clearly says you are in the initiation, in Initiating phase your cost is low as you don't have a cost or the resources determined yet. In PMBOK, it mentions that the cost and the need for resources increases as you get to the execution level.

In initiation as risk is high (also mentioned in B), it means chances of failure are also high.
hence B itself is a controdictory and not correct.
