Change control system is a subset of configuration management system.

Change control system is a formal documented procedures-that defines how documentation and deliverables will be controlled---- it is part Organizational Process Assets-OPA

Environmental factors are external environmental and - commercial databases, market conditions, infrastructure etc and inter factors are organizational culture, existing resources that influence project success- like project management software.

Configuration Managements System and Change Control System are included in the Project Management Information System (PMIS). PIMS is an EEF and so Configuration Managements System and Change Control System are EEFs.

Change Control Managements System also EEF I think.
