C is absolutely correct
First thing is using the elimination theory it would be much easier. You look at the Monte carlo which is technique used in QUANTITATIVE RISK ANALYSIS, So without any hestitation you should pick C as the option.
Please note, in such questions, you should find different ways to find the answers, do not go by only one method to identify the answer.
To your confusion on Root Cause Identification, please have a look at the TT of Qualitiative Risk analysis you find it or you see what gets updated (added column) as part in Risk Register (Output of Qualititative Risk analysis.
