Develop Preliminary Project Scope Statement is not a process and it's part of the project charter. So why is it the right answer. Please anyone with a valid explanantion get in here...

Even at the first glance I thought the answer should be C.
Since all the other options are sure shot incorrect and C is the most approprite among all the options..

Good for you.
Could you care explain why? Risk is minimum at the begining of the project (it's in the PMBOK), COST is the low at the begining also (it's highest in the execution process group, it's in the PMBOK also). In regards to B, it doesn't make sense.
Is Develop Preliminary Project Scope Statement a process for you? Answer YES or NO. If you say YES then u don't know page 43 by heart.
Please read my question next time (I USED CAPS, see above)). If you think you know why, please explain in detail (doesn't need to be long, could be a page reference)

Dude, it looks like you are still in initial learning phase for the PMP exam. PMP exam is an exam, and when it’s an exam you will have to apply many twits and tricks too along with common sense. Please find out from across, and you will come to know that almost 30% of PMP questions are debatable and you will never be able to find any references in PMBOK. If you go by such debates and PMBOK matching line references, in real PMP exam too, you will NOT be able to answer 30% of the PMP questions.

When you can easily remove 3 choices, you should choose the left one.
Another thing, I do not see why choice 3 cannot be right, developing project charter and making some Preliminary Project Scope Statement is definitely part of initiation phase. Why are you worrying for a keyword “process”? PMP exam is not a English language test, it’s a test of conceptual knowledge of project management concepts. In reality the word “process” can be applied in all project cycle, anything that flows (has some start and end) is a process. Please do not scan PMBOK key words and apply to your knowledge base. PMP exam is not PMBOK keyword testing exam. Understand the question and the choice from conceptual theories of project management and many PMP questions will use this techniques.

I agree with what you wrote.
I agree with what you wrote. A bit better than the answers I get from people (I asked a question on the forums and I gave the answer and some dude says ofcourse the answer is right)
Anyhow, I don't usually go word by word. But sometimes, in some mock exams, the explanantion would be "X is not a process and Y is not a tool...etc." You catch my drift.
For this Q I couldn't make up my mind. I didn't read RITA and I don't have time to do so now. My exam is on Saturday.
