Because scope baseline is
Because scope baseline is required by the PM and team to track project and nothing to do with customer, so why not choose option of taking corrective action ?

As an imp scope was missed,
As an imp scope was missed, addtion to that would lead to impacts on cost, schdule constarints etc. hence change request
corrective action can be an approved chnage request or change requests without impacting other constraints.
